- Implement the ERC-1155-based non-transferable Data Credential schema and issuance/revocation rules
- Establish a privacy impact assessment, virtual asset regulatory analysis, mental care safety policy and security threat model
Completion criteria: Consent, credential, reserve and reward flows are reproducible on testnet, and design documentation is complete for external legal and security review.
